1- Most people write most code for backend (NotesDocument, not NotesUIDocument), and code has bugs. And sometimes the "SaveOptions" field will get saved with a value of "0".

Best way around it is to delete the field from the doc.

2- There are unsupported features that sit outside the regular "0" and "1" values. I avoid them, but they do exist.

If you're not using the unsupported features, the best way around it is to delete the field from the doc.
